He was born on October 14, 1924 to Estha (Peters) and Thomas Paine Skinner, Sr., in Nocona. He was a member of the VFW Post 8558 of Nocona and Jean's Men's Bible Class. He served in the U.S. Army from 1944-1946.

Funeral services were Tuesday, July 24, 2007 at 10:00 a.m. at Jean's Men's Bible Class, with the Rev. Tommy Lamascus and the Rev. Buddy Lee officiating. Burial followed in Nocona Cemetery, with arrangements under the direction of the Scott-Morris Funeral Home.

Survivors include daughter, Pamela Skinner Phillips, Wimberley, TX; son, Tom Skinner, Nocona and two grandchildren.

He was preceded in death by his parents; his wife, Marge Skinner; five brothers and sisters.

The family request memorials be made to Jean's Men's Bible Class, 106 Main St., Nocona, TX 76255.
