He was born in Nocona on April 30, 1945 to Leonard and Lola Vanover Russell. He was raised in Spanish Fort, TX and spent his life in Nocona, TX where he was an active member of the community.

After graduating high school from Prairie Valley in 1963, he attended Daughn’s Business College in Wichita Falls, TX. Roger returned home to Spanish Fort in 1966 to farm the land along the Red River with his father and then later formed the Koontz and Russell Partnership. He continued to farm for over 40 years. In 1971, Roger received his pilot’s license, and thoroughly enjoyed flying. He was elected as Justice of the Peace for Precinct 1 of Montague County in 1995 where he served until 2009. In his earlier days, Roger also loved to water ski, and taught all of his friends how to ski. One could find his boat with him in the church parking lot each Sunday just waiting to go out to Lake Nocona. On May 1, 1982, Roger married the love of his life, Jeaton Mosley in Saint Jo, Texas.
