Burtis was born on March 24, 1919 in Erath County, TX to Lee and Leona Scruggs O'Neal. She was a nursing home administrator and attended Nocona Central Christian Church.

Funeral services were held on Tuesday, January 10, 2012, at 2:00 p.m. at Jerry Woods Funeral Home Chapel with Rev. Michael Oden officiating. Burial followed in Nocona Cemetery. Funeral arrangements were made by Jerry Woods Funeral Home.

Burtis is survived by her son, Steve Spivey of North Richland Hills, TX, two grandchildren, and one great grandchild.
